Blantyre City Council

Blantyre City Council (BCC) is located in the Southern Region of Malawi and its Mandate is to govern the City of Blantyre and provide municipal services in tandem with the Local Government Act.
BCC initiated Reforms in several thematic areas which were approved by His Excellency President Professor Arthur Peter Mutharika in January 2017 as part of the Public Sector Reforms Programme. .
Plans
- Develop work plan and budget for Service Charter.
- Develop a feedback mechanism/Toll Free line.
- Introduction of Performance Contracts between Council and members of staff.
- Develop a web service to accommodate property rates bills to enable online access.
- Form steering committees on construction of; one way traffic system; parkade; bus terminal and by-passes.
- Identify sites for slip lanes and develop slip lanes design.
- Award contract for Phase 1 projects (covering Ndirande Ring Road, Dalton Road, Victoria Avenue, Makata Road, Chipembere Highway and Livingstone Avenue, Nkolokosa floodlight and Njamba floodlight).
- Commencement of procurement process for Phase 2 projects (Tsiranana road /Churchill road, Glyn Jones/ Chilomoni Road, Kasungu Crescent, Ali Hassani Mwinyi Road, Mugabe Road, Naperi Road, and floodlights for Ndirande and Bangwe) commences.
- Identify capable and willing corporate institutions to partner with in managing public gardens, open spaces and parks.
- Design amusement park features.
- Recruit Florist and Propagator.
- Award contract for Phase 1 projects (covering Ndirande Ring Road, Dalton Road, Victoria Avenue, Makata Road, Chipembere Highway and Livingstone Avenue, Nkolokosa floodlight and Njamba floodlight)
- Commencement of procurement process for Phase 2 projects (Tsiranana road /Churchill road, Glyn Jones/ Chilomoni Road, Kasungu Crescent, Ali Hassani Mwinyi Road, Mugabe Road, Naperi Road, and floodlights for Ndirande and Bangwe) commences.
- Lobby for donations of fire engines and fire fighting accessories.
- Install additional fire hydrants in strategic places. .
Achievements
- Service charter launched on 13 July 2017.
- IEC materials such as leaflets, T-Shirts and posters shared with residents.
- Toll free line (TNM and Airtel) in place.
- Improved revenue collection (Annual revenue from MK3.2 billion in 2016 / 2017 FY to MK4.02 billion in 2017/2018 FY.
- A web-based system of accessing bills online has been developed.
- Construction of a dual carriage way from Clock Tower via Magalasi to Kameza Roundabout started and currently the works are at 55% completion.
- Construction work for a by-pass from Chigumula to Mpemba also started and the works are at 20% completion.
- Plem Construction has just been awarded a contract for the construction of a by-pass from Mtenje Parish to Club Banana.
- Street lights on Chipembere
Highway, Ndirande Ring Road, Victoria Avenue and Kasungu Crescent fixed and functional - Floodlights installed and functional in Bangwe, Nkolokosa, Chilomoni, Machinjiri Area 2, Ndirande and Chilobwe.
- 80% of strategic sites in the City are being managed by the private sector.
- City clocks have been installed including the one at the Civic Offices.
- The current site for the one stop garden centre has been given to an investor for construction of a five star hotel and a shopping mall.
- Billy Construction engaged to rehabilitate the vandalized pipe bridge before Limbe Waste Water Treatment Plant.
- Thundu Building Contractor engaged to construct a Decentralized Faecal Sludge Treatment (DEFAST) Facility at Limbe Waste Water Treatment Plant.
- Additional fire hydrants installed in strategic places.
- Three additional fire engines have been acquired.
- A Sub-Fire Station opned in Limbe.
Basing on the cited progress, BCC has done a commendable job in undertaking Reforms under the Flagship Public Sector Reforms Programme being championed by His Excellency President Professor Arthur Peter Mutharika
