Launch of the Malawi National Public Sector Reforms Policy (2018-2022) and Malawi Public Service Management Policy (2018-2022)

The Government of Malawi through the Office of the President and Cabinet (OPC) will tomorrow Friday, 19 October 2018 launch two (2) historic policies, The Malawi National Public Sector Reforms Policy (2018-2022) and Malawi Public Service Management Policy (2018-2022).
The Malawi National Public Sector Reforms Policy is aimed at institutionalizing Public Sector Reforms into the day to day activities of a Public Servant while the Malawi Public Service Management Policy is aimed at providing a framework for the management of the Public Service to effectively deliver public goods and ser-vices and facilitate development in line with the national development agenda as provided for in the national vision and Malawi Growth Development Strategy (MGDS) III.
Tremendous strides have been made following the launch of Public Sector Reforms in 2015 and currently the Public Sector Reforms have been rolled out in all seventeen (17) Government Ministries, Departments and Agencies (MDA), thirty five (35) Local Councils and fifty four (54) Parastatals.
Progress
Some of the notable reforms include: the Decentralization of service delivery for efficiency and effectiveness; introduction of Performance Contracts between the President and Ministries, Departments and Agencies (MDAs); Production and issuance of National Identity Cards; Establishment and implementation of Higher Education Students’ Fund; signing of new revised Memorandum of Understanding (MoU) between the Ministry of Health and Christian Health Association of Malawi (CHAM) guiding Service Level Agreements; Establishment of Integrated Public Service Delivery Centres commonly known as Mlambe One Stop Service Centres; Establishment of a National Planning Commission; Review of the Public Service Act; Rightsizing the Public Service; Instituting Reforms for improved revenue collection i.e: toll-gate at Kamuzu International Airport, e-Ticketing in Local Councils and Mobile Billing in Water Boards; Unbundling of the University of Malawi into autonomous institutions ; Infrastructure d e v e l o p m e n t in Public Colleges; Introduction of Electronic Fiscal Devices (EFDs) by Malawi Revenue Authority; Devolution of Management of Community, Urban and District Roads to Local Councils; including other infrastructure development reforms that have seen the construction of the Malawi Bureau of Standards (MBS) through Standardization Quality Assurance and Metrology (SQAM) Project; New Pharmacy, Medicines and Poisons Board Laboratory; and dualisation of the Area 49 – Parliament Roundabout Road among others.
The above mentioned Policies will be launched at Bingu International Convention Centre (BICC) on Friday, 19th October 2018 by the Chief Secretary to the Government on behalf of His Excellency President Professor Arthur Peter Mutharika, President of the Republic of Malawi.
Four years down the line, the current Government has proved its commitment towards undertaking Public Sector Reforms. Participants at this landmark occasion include senior officials in the Public Sector, Development Partners, the Private Sector, Civil Society Organizations, Traditional Leaders, Religious Organizations and the Media.
