The Malawi Gaming Board was established under the Gaming Act No. 26 of 1996 and the Malawi National Lotteries Board was established under the Lotteries Act No. 9 of 2003.

The Mandate of the Malawi Gaming Board is to provide for the regulation, control and licensing of gaming premises and imposition and recovery of tax on gaming and the Mandate of the National Lotteries Board is to provide for the regulation, licensing and control of lotteries and generation of funds for economic development and matters connected with or incidental thereto. In order to fulfill its Mandate and contribute positively towards the country’s social economic development, the Malawi Gaming Board/National Lotteries Board (MGB/NLB) undertook a number of reforms as part of the Public Sector Reforms Programme that was launched by His Excel-lency President Professor Arthur Peter Mutharika in 2015.

MGB/NLB is undertaking the following reforms:

Development of Malawi Gaming and Lotteries Authority (MAGLA) Bill
The bill supports the merger of the Malawi Gaming Board and National Lotteries Board into the Malawi Gaming and Lotteries Authority (MAGLA) and its operationalization. The MGB/NLB already undertook the merger but seeks the enactment of the MAGLA Bill to fully support its operations.

Establishment and support of viable Public Private Partnerships (PPP) and Joint ventures
MGB/NLB undertook this reform as a way of providing visibility to its contribution to the socio-economic development of marginalized communities as well as impressing upon Malawians to accept Lottery and Gaming as legitimate forms of recreation, entertainment and economic activities.
