Capacity Development on the Malawi National Public Sector Reforms Policy and Malawi Public Service Management Policy

The Office of the President and Cabinet (OPC) through the Public Sector Reforms Management Unit (PSRMU) Developed two (2) ground breaking policies; the Malawi National Public Sector Reforms Policy (MNPSRP) and Malawi Public Service Management Policy (MPSMP) which were passed by Cabinet on 28th February, 2018.

The goals of the MNPSRP and MPSMP are to; provide a comprehensive and coherent framework for creation of a results oriented, high performing civil service by 2022 that facilitates positive transformation of the economy and the country’s modernization and to provide a framework for the effective management of the Public Service respectively.

The two Policies were later launched by the Chief Secretary to the Government Mr. Lloyd A. Muhara on 19th October, 2018 at Bingu International Convention Center.

Following the Launch, the Office of the President and Cabinet (OPC) through the Public Sector Reforms Management Unit developed Training Manuals of the two policies and is currently, in the process of training a core team of Public Servants from different Ministries, Departments and Agencies (MDAs) as Trainers through a Training of Trainers (TOT) Programme that was rolled out on 17th August, 2019 at Sunbird Capital Hotel.

The core team of trainers will then be in the lead of training other Public Servants across the country on the two ground breaking policies.

OPC/PSRMU came up with the training programme after noting that some policies are not fully implemented and fail to realise their intended goals because MDAs and other key stakeholders expected to implement the policies are not fully aware of the policies and the roles and responsibilities they are supposed to play.
