Roads Authority

The Roads Authority (RA) is a Parastatal Organisation that was established in 2006 by an Act of Parliament with a Mandate primarily to ensure that public roads are constructed, maintained or rehabilitated at all times
In order to efficiently execute its mandate, RA initiated two (2) reforms under the Malawi Public Sector Reforms Programme that was launched by His Excellency President Professor Arthur Peter Mutharika in February 2015 aimed at creating a high performing and fit for purpose Public Sector.
Roads Authority is undertaking the following reforms:
Devolution of Management of the Public Road Network
Four (4) selected pilot District Councils namely: Blantyre City, Mzuzu City, Lilongwe City and Zomba City managed to undertake the road upgrading and maintenance works within their areas of jurisdiction starting from the 2015/16 Financial Year (FY) until the 2018/19 FY with funding from the Treasury.
Some of the roads constructed and upgraded as a result of this reform include:
Blantyre
Living Waters to Zion Road, Angelo Goveya to Manje Road, Chilomoni Ring Road, Robert Mugabe Highway to Mpingwe Road, Bangwe Mvula Primary School to St Patrick’s Secondary School Road, Chigumula to Ntenje Parish Road, Mbayani Market to Tam Tam Road and Clock Tower to Kameza Roundabout Road.
Mzuzu
Airport Chiputula – Katawa – Mtayisi- Chasefu Road, Luwinga – Nkhorongo Road, Sungawana – Chibanja –Chiba-vi, Road, Kawiluwilu – SoS Road and Bishop – Mchengautuba – Target T/O Road
Lilongwe
Senti Bridge-Chenicheni Nchiti Road, Area 36-Pwetwkere-Falls Road, Chilinde Parish-Napham Road, Area 25-Dzenza Road, Chinsapo Police-Nguluwe Primary School Road, OIBM-Malangalanga Road, NCIC-ZBS-Ngwenya Road and Biwi-Chidzanja-Area 23-Chipasula Road.
Zomba
Namadidi Road, Chanco-Chikanda Road, Flea Market Ring Road, Namiwwa Road Extension, Kalimbuka Asphalt Overlay Road, Matawale Road
Review of the Public Roads Act
A Draft Public Roads Bill was finalized and submitted to the Ministry of Justice and Constitutional Affairs for review.
The review seeks to update the Act in order to enhance management of Public Roads by among other things; bringing in recent developments in the transport sector in line with other recent pieces of legislation such as the Roads Authority Act of 2006 and Roads Fund Administration Act of 2006.
Looking at the reforms initiated and being undertaken, RA is doing a commendable job in undertaking reforms aimed at improving service delivery in the country
